Iberblue Wind calls for the Principles of the Offshore Wind Auction be known by the end of July

Lisbon, 23 July 2025 – During its participation in the Oeiras BlueTech Ocean Forum, the IberBlue Wind consortium – composed of Simply Blue Group, Proes (Amper Group) and FF Ventures – reaffirmed its commitment to Portugal and calls for the principles of the offshore wind auction be known by the end of July, as set out in Order No. 4752/2025, of April 21. Industry involvement is essential to the success of the auction.
IberBlue Wind’s presence at the event included a presentation by Tiago Morais, Floating Wind Development Manager for Portugal, in a discussion panel on the topic "Investment Trends in Blue Renewables and its Intersection with Aquaculture and Desalinization", which took place yesterday, July 22.
“We are ready to invest, collaborate, and contribute to Portugal becoming a European leader in floating offshore wind. However, the success of the auction will depend on attractive conditions, regulatory predictability, and continuous dialogue with the industry,” says Tiago Morais.
The consortium also highlights the global challenges currently affecting the sector — such as rising costs and supply chain fragilities — and urges Portugal to learn from the experience of other European & UK markets.
To ensure strong developer participation and a successful auction, a feasible timeline, clarity of the requirements and guarantees of mutual commitment are essential. IberBlue Wind recommends:
• Publishing the core auction principles in July as established in Despacho n.º 4752/2025, 21 April. This information is an essential prerequisite for industry to commit to investment in Portugal and to assemble strong teams.
• A model that fosters competition, reflects current market conditions and recognises all the experience of developers in offshore renewable energy projects, as well as the knowledge of development teams.
• Coordinated action with TSO (REN). The publication of the offshore electrical infrastructure development plan is a key piece of project development and crucial to the commitment with the start date of commercial operations.

Since 2022, IberBlue Wind has been establishing strong relationships within the Portuguese supply chain, fostering collaboration through the signing of Memorandums of Understanding with suppliers, holding open communication sessions with coastal communities, fishers, universities, and non-governmental organizations and driving innovation through participation in initiatives led by universities and research centers in Portugal.
